The APSA-HK website is bilingual and its contents is being improved from time to time. Thanks to Mr. Alpher Hau, our Recreation Officer who has been appointed to update our website. The following items will be put on line soon:

  1. Members’ Directory - this will include members’ name, company Name, telephone and fax nos., and e-mail address.
  2. Chapter Constitution - the full content of the chapter constitution , after being confirmed by our Honorary Legal Adviser will be inserted onto the site under another software (Acrobat Reader-Freeware).
2. Dinner & Talk in January 2000
The Dinner & Talk will be held on 18th January at South Pacific Hotel. It is very much an honor to have Mr. Sidney CHAU, Acting Senior Assistant Commissioner of Police and General Manager of Aviation Security Company Limited as our guest speaker. Mr. CHOW will give a talk on Aviation Security. (Please see enrollment form for details).
3. The 6th APSA Conference in New Delhi, India
The 6th APSA Conference was successful held in New Delhi between 8th-10th December, 1999. Our official representative, Mr. Fred Wong had done a good job in cementing the relationship amongst chapters. On behalf of the Hong Kong Chapter, Mr. Wong presented and received many pieces of souvenir.
4. Securetex 2000 Conference Advisory Panel Meeting
On 26th July 1999 the first advisory panel meeting, organized by the Hong Kong Exhibition Services LTD was held. The panel comprised members from APSA, IPSA, HKSA, ASIS and CPB of the Hong Kong Police. Panel Meeting is held once a month to discuss the theme of the conference, invitation of keynote and guest speakers, and the overall coordination work etc.

On the recommendation of the Chapter, the Panel agreed to invite a guest speaker from China Security Association to deliver a talk. Hopefully, the CSA will confirm this at a latter date.

All preparatory and coordination work should be finalized by late February 2000 and promotion will be launched.

5. Close Liaison with Chinese Industrial Security counterparts
In 1999, Hong Kong Chapter received 3 visiting delegations from Beijing Security Service General Company with arrangements as follows:

(A) July 1999 - Visit to the International Finance Centre, Central
(B) August 1999 - Visits to Megastrength Security Services Co Ltd. and TechCom Security Technology Ltd.
(C) October 1999 - Visit to Lik On Security Alarm Control Headquarters and the Security Department of the Hong Kong University of Science and Technology.

In September 1999, three executive committee members of the Chapter were invited by the Beijing Security Service General Company to attend the Grand Opening Ceremony of their Training Centre. The 2-day visit greatly enhanced the relationship between the two organizations.

In mid December 1999, the 10-member delegation of APSA-China Chapter visited Hong Kong. During the dinner reception, Mr. HAN Qingzhang, Standing Vice President of APSA-China Chapter indicated his intention of better cooperation between the two chapters especially on cross-border professional training programmes.

6. Participation in HKUST's Conference
Respectively in April and November 1999, executive members attended the seminars organized by the Students Affairs Office of the Hong Kong University of Science and Technology. The meetings aimed at relating experience of community leaders and professionals to students. This has become e regular commitment of the Chapter.
7. Progress on the change of legal status of the Chapter
Following the resolutions made at the AGM and EGM respectively in March and July 1999, the matter has been brought to the attention of our Honorary Legal Advisor Mr. Martin Hong. When all the legal documents and confirmation of the amended constitution are ready, the chapter will be registered under the Company Ordinance and become a limited company in early 2000.
8. The progress on promotion of professional training
(A) Vocational Training Council (VTC)

In November 1999, the executive Committee Meeting resolved to nominate Mr. Lee Kwok Wing, Vice Chairman to the Security Services Training Board. If admitted, Mr. Lee will be officially appointed by the Education and Manpower Bureau of the Hong Kong SAR Government and such appointment will be published in the Government Gazette.

(B) Co-operation with Security Industry Training Organization (SITO)

Mr. Raymond Clarke, Executive Director of SITO visited Hong Kong respectively in April and November 1999 to conclude the final details on the terms and conditions in joining hands to launch SITO Security Management Certificate Course. The Organizing Institutes are as follows:

(1) The Hong Kong College of Technology (HKCT)

HKCT launched the first SITO course on 3rd December 1999. The tutors are APSA members who are also SITO qualified Trainers. HKCT is mainly responsible for the Programme administration while APSA-HK is involved in programme delivery and supervision.

(2) Young Women Christian Association (YWCA)

YWCA has formulated a series of SITO Courses commencing March 2000 with cooperation terms similar to that HKCT. APSA will be heavily involved.

(3) Federation of Trade Union (FTU)

Followed by an initial discussion in late November 1999, the Chapter has agreed in principle to join hands with FTU’s Training Division to hold basic training course for members of the union who have an interest in better equipping themselves in employment market. Detailed planning of the training programmes will be concluded within the next 3 months.

It should be noted that the ExCo of the Chapter has spent a great deal of effort in promoting professionalism amongst our members and those engaged in this industry. The personal effort of Mr. Lee Kwok Wing, Vice-Chairman, Mr. Philip Fok, Training Co-ordinator and Mr. Tai Kwok Keung, Membership Liaison Officer are highly appreciated.
